Mr. Hector Avella is VP of MSS Operations. A 21-year veteran of the U.S. Coast Guard, he has a diverse operational background in the fields of international and domestic law enforcement, port operations, and maritime safety and security. During his career, Mr. Avella carried out duties both in the enlisted and officer ranks as a Maritime Law Enforcement Boarding Officer and Instructor, Deck Watch Officer, Marine Inspector, Riverine Instructor, and Port Operations Officer.

Mr. Avella developed maritime and riverine law enforcement organizations in Panama, Colombia, Venezuela, Ecuador, Peru, and Bolivia. He also served at the Coast Guard Attaché to the U.S. Embassy in Panama City, Panama. At retirement from the U.S. Coast Guard, he was responsible for implementing and enforcing the International Ship and Port Facility Security Code and Maritime Transportation Security Act in the U.S. Coast Guard Sector Los Angeles/Long Beach Area of Responsibility. He recently completed a year-long project in West Africa where he served as maritime advisor to the Government of Equatorial Guinea.
